A. Team
Selection/Roster Protection
1.
Beginning sometime after the conclusion of the
final NFL regular season game (Monday night/Tuesday morn), the Team Selection
process will start. Upon the start of the selection process, the first
coach in the team selection order will be on the clock. The team
selection order may be found on the home page. The first coach will have
48 hours to make his decision. When a coach selects his team, he must
email that selection to Shawn Liddick (webmaster) at brega@optonline.net and Rob Simon
(Commissioner) at rob_simon89@hotmail.com.
The selection will be posted to the website, along with the date and time that
the selection was posted. UPON POSTING, the NEXT coach in the team
selection order will have 48 hours from the date and time of the previous
selection, to make his selection. It is MANDATORY for all coaches at this
time to monitor the website.
2.
If a coach does NOT make a selection in the
given time frame, he will pass, and the next coach in the order will be on the
clock (48 hours to make a selection). Once that coach makes his
selection, the previous coach will be back on the clock for a maximum 24-hour
period. If that coach once again fails to make a selection in the
allotted time frame, he will then forfeit his selection until all other
participating coaches have chosen a team.
B. The
Draft
1.
The Draft will be held Saturday, April 28,
2007 beginning at 1 PM. This will be a 12-round draft, and the pre-set
order will be used in every round. Coaches will be allowed access to all
information (the Web, statistics, the game ratings from the previous season,
etc.) INCLUDING the game ratings from the current season.
These ratings are posted on the website.
2. This year, there will be NO Supplemental Draft.
3.
At the conclusion of the draft, the teams will
be constructed. There is no restriction on allotment of a number of
players to a particular position (i.e. teams may carry 2-4 QBs,
etc.).
C. Trading
1.
Any completed trade made between/among 2 or more
teams MUST be submitted (by any one of the involved coaches) to the League
Commissioner (LC), Robert Simon, at rob_simon89@hotmail.com.
No trade is official UNTIL received by the LC and approved. Any trade
approved by the LC CANNOT be rescinded.
2. Any trade that the LC deems inappropriate (e.g. a fire sale, where an unconcerned coach trades multiple good players for garbage players) and does not approve, may be submitted to an arbitration panel. A trade is submitted to arbitration if one of the coaches involved in the trade wishes to appeal the decision. This panel will be comprised of 3 members; one member is selected by each team involved in the trade, the 3rd by the LC. If more than two teams are involved in the trade, then the LC will select a number of members in order to achieve the lowest odd number, in terms of panel participants. If the arbitration panel votes in a majority against/for the trade, that ruling is binding and final. If the trade is rescinded, an altered deal may be submitted at any time, by the coaches originally involved in the trade.

At no time is the trading of draft picks from
a FUTURE season allowable. Any such trade will be rescinded immediately
by the LC.
4.
The Pre-Draft trading period will END 8 PM,
April 14, 2007. Any trade received by the League Commissioner either via
phone or email after this time will not be approved.

The Regular Season trade period will commence 12:01 AM, Friday, August 31, 2007
(the end of Week 1) and will end 11:00 PM EST FRIDAY, NOVEMBER 2, 2007 (before
the beginning of Regular Season Week 10). There will be no more trading once
the Regular Season trading period ends. NOTE: a player MUST be acquired, via
trade, by 11:59 PM the THURSDAY prior to of Week X, in order to be available
for the week X game!
D. Uneven Trades/Roster Pickups
1. During the PRESEASON and REGULAR SEASON trading period, ALL teams must actively maintain the 53-man roster limit. If, as a result of a trade, a team is OVER the 53-man limit, that team must release enough players to achieve this limit.
2.
If, as a result of a trade, a team is UNDER
the 53-man roster limit, they may claim a number of players from the Waiver
Wire to enable achievement of the 53-man limit. This will NO LONGER be
based on a first-come, first-serve basis! The Waiver Wire is the list of
players not on any active roster. Please refer to section E – Waiver Wire
Claims for rules regarding the acquisition of players off waivers.
3. Any player acquired by a team via trade (during the Preseason and Regular Season) CANNOT be traded BY THAT TEAM back to the original team at ANY TIME DURING THE SEASON. Thus, a player traded by Team A to Team B, cannot at any point be traded by Team B BACK to Team A. This is collusion, and any such suspected deal will be rejected by the LC. However, if Team B trades that player to Team C, then Team C CAN trade that player back to Team A. Example: the Jets trade two players, one of which is Jumbo Elliot, to the Chiefs, as part of a two-for one deal; the Jets pick up a player. The Chiefs are NOT allowed to make a deal afterwards with the Jets that would include Jumbo Elliot. However, if Jumbo Elliot were then traded by the Chiefs to Team C, Team C IS allowed to trade Elliot back to the Jets. This rule will be henceforth known as the 'Herman Heard Rule'.
4. Any player acquired via trade during the Preseason or Regular Season may be included in a separate trade (by the team that originally acquired that player in the trade) with a team eligible to trade for that player (see the Herman Heard Rule). HOWEVER, THAT PLAYER MAY NOT BE RELEASED, TO REACH A 53-MAN LIMIT, UNTIL AFTER A PERIOD OF 30 DAYS HAS PASSED SINCE THE ORIGINAL TRADE FOR THAT PLAER WAS APPROVED. Example: The Pittsburgh Steelers acquire a NT in a trade. The Steelers may trade that NT at any time. However, that NT CANNOT be cut or released by the Steelers for ANY OTHER REASON, until the 30-day period from the time of the original deal has elapsed.
E. Waiver Wire Claims
1.
A player may be claimed from waivers under two
circumstances: a) a team has to place a player on IR; or b) a team makes
an "uneven trade" with another team, and as a result is short of the
53-man roster limit. If the latter, a team cannot claim a player whose
rating is less than equal to the average rating of all players involved in a
trade. This means that if a team wants to claim a 6, and the coach trades
a 6 and a 5 for another 6, the average rating of that trade is approximately
5.7. That means the team cannot claim the 6. CAVEAT: if one
of the players involved in the deal is rated HIGHER than the rating/trade value
of the player a coach wishes to claim. So, a coach cannot trade a 6 and a
5 for one 6, to claim another 6; HOWEVER, he can trade a 7 and a 4 for a 6 -
average is 5.7! However, if one team trades two 6's for another 6, that
team could then claim a 6.
2.
The "trade value" for non-rated
players (skill positions, kickers, and punters) will be calculated using the
formulae below. All trade values will be calculated by the LC (rounded to
nearest integer) and posted by the Webmaster. THE CALCULATED TRADE VALUES
WILL BE ADJUSTED UPWARDS OR DOWNWARDS SUBJECTIVELY, IF THE LC DOES NOT THINK
THE OBJECTIVE VALUE IS A FAIR RATING FOR THE PLAYER IN QUESTION.

QBs - The average number will be calculated from the following
sum: (pass completions per game) + (yards per attempt) + [(TD%-INT%)]. Thus, a QB who averages 18 attempts per game,
7 yards per attempt, has a TD% of 4 and an INT% of 2 = (18+7+4-2)/3 = 9
·
RBs - The average number will be calculated from the following
sum: (carries per game) + (rush yards per attempt) + (receptions per game) +
(yards per reception). Thus, a back who averages 17 carries and 2
receptions a game, along with 4 yards/carry and 9 yds/reception
= (17+2+4+9)/4 = 8
·
WRs - The average number will be calculated from the following
sum: (receptions per game) + (yards per reception/2) + (total TDs). Thus, a WR who averages 3 receptions per game,
12 yards per reception, and scored 6 TDs = [4+(12/2)+5]/3 = 5
·
TEs - The average number will be calculated from the following
sum: (receptions per game) + (yards per reception/2) + (total TDs+blocking). Thus, a TE who averages 2 receptions
per game, 9 yards per receptions, scored 1 TD and has a blocking of 3 =
(2+9+1+3)/3 = 5
·
Kickers - Points scored per game.
·
Punters - Net yards per punt divided by 6.
·
KR - The total number will be calculated from
the following sum: (kick returns per game) + (yards per return/5) + (KR TDs). Thus, a returner who
averages 2 returns per game, 25 yards per return, with 1 TD = 2+(25/5)+1 = 8
·
PR - The total number will be calculated from
the following sum: (punt returns per game) + (yards per return/3) + (PR TDs). Thus, a returner who
averages 2 returns per game, 12 yards per return, with 1 TD = 2+(12/2)+1 = 7
·
Returners (those who return both punts and kicks) will have a trade
value calculated for both punt and kick return numbers. The higher value
will be used.
· Special Team coverage men/long snappers - their trade value will be calculated based on their base position; i.e. a long snapper who is a guard, will use his guard blocking rating.

Waiver claims are no longer submitted on a
"first-come, first-serve basis." When a trade is made, if a
coach is eligible to claim a player, that coach must submit a list of 5
players, rated by order of desire (i.e. most-desired player listed 1st, then so
on). HOWEVER, a claim is not processed until the end of a weekly
period. If no one else makes a valid claim for the top-choice player,
then that player is claimed by the team. NOTE: Submitted player
claims by teams that are due to that team having to place a player on IR are
given priority over those claims made as a result of an uneven trade! If
more than one team makes a claim on the same player at the end of the weekly
period (i.e. both have him rated as a top-choice), he goes to the team that
demonstrates the most need. That would be determined using the criteria
listed below:

3. If a coach loses on his top claim, he will receive the player next on his list; unless, of course, that player is also on another team's list, and is THAT team's highest-rated choice. All ties for teams' top choices are resolved initially, if a team loses out on its top choice, it receives its next choice, unless another tie is present. Then that tie is resolved as above.
4.
At the end of the weekly claim period, if a
coach is not happy with the player he received, he may cut that player and
submit another top-5 list, for consideration at the end of the next weekly
period.
5.
The "weekly claim periods" will be resolved
each Sunday; thus, the deadline for submitting a waiver claim list will be each
Saturday, midnight, during the Preseason. During the Regular Season, the
deadline will be midnight Wednesday (the end of each Week).
6. A coach may not make more than one trade with the same coach during a given waiver claim week.
7.
Any player acquired from waivers must be on
the active roster for one full game. Thus anyone acquired in the
preseason will need to be on the team until the completion of week 1.
F. Injured Reserve (for more details, please see Rules Section 5).
1.
If a player is injured for a MINIMUM of two
complete games (not including the game the player was injured in), he may be
placed in Injured Reserve (IR). A player on IR is not considered a member
of the active roster, and must stay on IR for 5 games. Note this period
will include any Postseason games.
2.
If the placement of an injured player on IR
reduces a team’s number of active players to less than 53, that team MAY claim
a player from the Waiver Wire. Note that assignments of player to IR MUST
be submitted to the LC. Note that the claim of players from waivers
during the regular season is subjected to the same rules as those claims
resulting from so-called “uneven trades” (e.g. a 2-for-1).
3.
Once a player comes off the IR, he becomes a
member of the active roster. If this increases that team’s roster size
above 53, ANY player or players must be released outright, in order to achieve
the 53-man roster.
4. It is not mandatory to place a player, who is eligible for the IR, on the IR.
